BACKGROUND
Labor migration carries opportunity, risk and uncertainty for business, governments and migrants alike. At best, migration helps fill labor shortages and skills deficits, bolsters emerging market economies and fuels entrepreneurism. However, against a backdrop of often inadequate legal protection, exploitation of migrant workers is widespread. Amidst the current economic crisis migrant job losses are acute, social resentment towards migrants is on the increase, and remittances have suffered. Abuses of migrant workers and their families remain widespread and legal protection is often inadequate.
