In developing countries like Pakistan, disability is being considered as a "social" stigma and special children are given less importance and kept ignored by the parents, society and stakeholders. There is also lack of attention from the government side to help the disabled children and invest in this sector by establishing special centers and creating/providing jobs for them. Therefore, UEN is committed to address the needs of special children by providing quality education, rehabilitation programs, skills development trainings services in an enabling environment. UEN is dedicated to bring positive changes among special children and make them a productive partner of society.


The new UEN Center of Excellence for Care and Rehabilitation of Special Children will attend to the needs of special children by providing them psychosocial, vocational, and occupational and physiotherapy services. This center will also address the training and development needs of teachers for special children across the country to enhance their skills and learn through sharing expertise and experiences. Besides this, it will provide a forum for researchers, policy makers to do operational research and help decision makers in devising policies to address the issues of special children and plan appropriate interventions at national level. Keeping in view the emerging needs of special children, the management decided to construct the state of the art building for the special children. UEN has purchased a land worth $341,000 (21.1 million Pakistani Rupees). According to the layout/design, building will consist of basement plus five floors to accommodate 300 new enrollments, adequate space for boarders and training center for teachers. The estimated cost of construction including cost of land equipments is around $1.86 million equivalent to 115 million Pakistani Rupees.

Currently, Umeed-e-Noor is staffed by a team of 34 employees. With the help and support of volunteers, professionals and parents, UEN has achieved remarkable achievements providing beacon of hope to vulnerable groups.


This exciting new project will enable UEN to attend the needs of more than 300 special children. It will support and empower families, recognizing their unique role in the life and development of their children and introduce best practices for bringing up children with special needs.


The construction of new center is in progress and expected to be completed by next year (subjected to the availability of grant/funds). Initially, the infrastructure will be completed, equipments and instruments will be ensured and gradually classes will be started.


To measure the progress of its commitment, UEN will utilize the following metrics:

- Fixing of ceiling, doors, windows and sanitary fittings are in progress. - Necessary work on classrooms decoration along with furniture and furnishing is in progress.


- Electricity, water and telecommunication facilities have been provided while provision of gas is awaited, and expected within next 2-3 months.


- In order to provide guidance and counseling to parents, UEN has started home visits for children, which will also help to follow up on the outcome of skills imparted to the children at UEN.


- Occupational therapy department established in August 2008 with the assistance from the Japan International Cooperation Agency.


- Mr. Muhammad Abbas (Physiotherapist) attended a Regional Training Course on 'Disability and Development' organized by JICA. - UEN staff organized a 10 day training workshop to discuss new techniques of lesson planning, as well as child language and cognitive development.


- Hashoo Foundation USA and Medical Bridges are shipping life-saving medical supplies and rehabilitation equipment to

Pakistan.


- Umeed-e-Noor moved into its new purpose built building. This Center of Excellence will cater to the needs of 300 children with special needs, especially the poor and abandoned.


- The centre offers state of the art facilities and services such as special education, audio-logical assessment physiotherapy, speech therapy, occupational therapy and vocational training.


- The Austrian Development Agency (ADA) have funded a project to impart vocational training to persons with disabilities for two years worth Euro 66,000.


- Due to Umeed-E-Noor's presence and quality of service, UNICEF and Ministry of Social Welfare and Special Education has signed a contract worth $ 10,000 with Hashoo Foundation to conduct a mapping survey of facilities for persons with disabilities across Pakistan.


- Fundraising events for completion of the building are being planned.
